metric is measured from when the department receives a public complaint and when: (a) the case is closed as "actionable" or "non actionable"; (b) the matter is referred for administraive action; or (c ) follow up notification is sent to the Complainant and Licensee.

Sum of days saved from when a citizen initiates a complaint to the closure as non-actionable (investigation review) or actionable (initial compliance review)
